NAPEO: National Association of Professional Employer Organizations


The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for professional employer organizations (PEOs) nationwide. NAPEO provides robust member resources, vital networking and referrals, hard-hitting education, and effective public relations and marketing support. NAPEO advocates for the interests of its PEO members at all levels of government.

Professional Employer Organizations (PEOs) provide human resource services to their small business clients—paying wages and taxes and assuming responsibility and liability for compliance with myriad state and federal laws and regulations. In addition, PEOs often provide workers with access to 401(k) plans, health, dental and life insurance, dependent care and other benefits not typically provided by small businesses. Between 2 and 3 million people are covered by a PEO arrangement.

Christmas Comes Early for the PEO Industry: Congress Passes the Small Business Efficiency Act!
Senate passed the Small Business Efficiency Act (SBEA), NAPEO's top federal legislative priority for the last decade or more. It was previously approved by the House of Representatives as an amendment to the ABLE Act in order to offset the costs associated with that proposal, then incorporated into the tax extenders legislation. The tax extenders bill now goes to President Obama, who is expected to sign it in the next several days. The legislation defines PEOs in the federal tax code and creates a voluntary certification program for PEOs within the IRS.
