NAPEO: National Association of Professional Employer Organizations


The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for professional employer organizations (PEOs) nationwide. NAPEO provides robust member resources, vital networking and referrals, hard-hitting education, and effective public relations and marketing support. NAPEO advocates for the interests of its PEO members at all levels of government.

Professional Employer Organizations (PEOs) provide human resource services to their small business clients—paying wages and taxes and assuming responsibility and liability for compliance with myriad state and federal laws and regulations. In addition, PEOs often provide workers with access to 401(k) plans, health, dental and life insurance, dependent care and other benefits not typically provided by small businesses. Between 2 and 3 million people are covered by a PEO arrangement.

Texas – Governor Signs NAPEO Supported Bill

Quick Analysis: Supreme Court Upholds Subsidies on Federal Exchanges
This morning, the Supreme Court announced that it had ruled in favor of the Obama administration in the case called King v. Burwell. The Supreme Court’s decision confirms that tax credits used to subsidize the cost of health insurance coverage for low-income individuals who purchase coverage will be available through all individual healthcare exchanges established under the ACA. For PEOs, the primary takeaway is that it appears that the status quo under the ACA will remain in effect. Group health insurance contracts should not be impacted, and PEOs that are working with their clients to help comply with the employer mandate (and related tax reporting) should continue to do so.

SBEA Update: IRS Certification Program for PEOs Likely to be Delayed
On June 22, Bloomberg/BNA reported that during an IRS payroll teleconference, a senior IRS tax analyst stated that the program “for certifying professional employer organizations” is likely to be delayed. According to Bloomberg, the IRS has established work teams but the agency needs more time to “meet program requirements and to determine technology needs.” The program is supposed to be done by July 1, to be effective Jan. 1 of 2016.
