NAPEO: National Association of Professional Employer Organizations


The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for professional employer organizations (PEOs) nationwide. NAPEO provides robust member resources, vital networking and referrals, hard-hitting education, and effective public relations and marketing support. NAPEO advocates for the interests of its PEO members at all levels of government.

Professional Employer Organizations (PEOs) provide human resource services to their small business clients—paying wages and taxes and assuming responsibility and liability for compliance with myriad state and federal laws and regulations. In addition, PEOs often provide workers with access to 401(k) plans, health, dental and life insurance, dependent care and other benefits not typically provided by small businesses. Between 2 and 3 million people are covered by a PEO arrangement.

Governor’s Budget May Serve as Vehicle for PEO Technical Correction Amendments
Governor Kasich’s budgetary bill, known as the Mid-Biennium Review (MBR), was unveiled on March 11, 2014. The bill (H.B. 472) highlights six major areas of interest for the administration, and includes many new policy and appropriation items. On March 12, 2014, the Speaker of the Ohio House of Representatives indicated that the legislature would divide the MBR into at least 11 separate bills. NAPEO is considering utilizing the budget bill as a vehicle to amend several provisions of the PEO statute to make technical corrections and clarifications of several provisions of the PEO statute to address partial-lease agreements, consolidated financial statements, attestation requirements, and the tax treatment of shared employees. NAPEO Meets With SC Department Of Consumer Affairs
NAPEO and a group of its PEO members located in South Carolina recently met with the Department of Consumer Affairs to discuss the industry’s concerns about the department’s application of the state’s continuing education requirements, as well as the progression of the Job Development Tax Credit legislation. In past years, PEO Roundtable Discussions had been hosted by the department to hear the concerns of industry leaders doing business in the state. At this meeting, NAPEO requested and the department agreed to re-institute the roundtable discussion by the end of the year. The department will send out notices to the PEOs doing business in the state regarding the date, time, and location of the discussions once they are set.

PEOs Featured in Franchising World Magazine
NAPEO President and CEO Pat Cleary outlined the myriad reasons why using a PEO is a cost-effective solution for franchisees and franchisors in the monthly magazine of the International Franchising Association (IFA). The ever-rising tide of state and federal regulations, as well as the massive complications created by Obamacare are chief among the reasons cited in the article, which arose from NAPEO’s ongoing partnership with the IFA.

Federal Legislative Update: NAPEO's Top Legislative Priority Included in Tax Reform Discussion Draft
House Ways and Means Committee Chairman Dave Camp (R-MI) introduced a discussion draft of comprehensive tax reform legislation. Included in his discussion draft was the legislative language of H.R. 3581, the Small Business Efficiency Act (SBEA). The SBEA is the top federal legislative priority of NAPEO and it is included in Sec. 1506 of the discussion draft. In addition, the Joint Committee on Taxation (JCT) provided an analysis of the SBEA as part of its review of the entire discussion draft...
