NAPEO: National Association of Professional Employer Organizations


The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for professional employer organizations (PEOs) nationwide. NAPEO provides robust member resources, vital networking and referrals, hard-hitting education, and effective public relations and marketing support. NAPEO advocates for the interests of its PEO members at all levels of government.

Professional Employer Organizations (PEOs) provide human resource services to their small business clients—paying wages and taxes and assuming responsibility and liability for compliance with myriad state and federal laws and regulations. In addition, PEOs often provide workers with access to 401(k) plans, health, dental and life insurance, dependent care and other benefits not typically provided by small businesses. Between 2 and 3 million people are covered by a PEO arrangement.

Oregon – Bureau of Labor and Industries Proposes Rules on Paid Sick Leave Law; Deems PEOs Joint Employers
The Oregon Bureau of Labor and Industries (Bureau) is in the process of considering proposed rules that would implement Senate Bill 454, a new law that requires certain employers in the state to provide paid sick time to its employees. Specifically, the law requires sick time to be paid if an employer has 10 employees. If an employer is located in a city with a population of at least 500,000 and has six employees, it must also provide paid sick time. SB 454 goes into effect on January 1, 2016...

South Carolina – Senate Committee To Amend NAPEO Tax Credit Legislation
The South Carolina Senate Committee on Labor, Commerce and Industry is set to amend Senate Bill 493 in advance of the 2016 legislative session to reflect input received from the Department of Consumer Affairs and the Department of Revenue earlier in the year. SB 493 and House Bill 3795 are companion bills supported by NAPEO. Both bills would permit PEO client companies to claim various business development tax credits available to them...

Massachusetts – NAPEO Hosts New England Leadership Council Forum
The New England Leadership Council (LC) Forum met October 15 at the Sheraton Boston Hotel in Boston, Massachusetts. Bob Clegg, NAPEO’s New Hampshire contract lobbyist, provided the group with an update on the political landscape there, as well as the status of the implementation of the NAPEO-supported tax credit legislation, NH SB 211. Nevada – NAPEO Meets With Nevada Agency on Implementation of New SUTA Reporting Law
NAPEO met with the Nevada Department of Employment, Training and Rehabilitation (DETR) on Monday, October 26 in Carson City, Nevada, to continue discussions regarding the implementation of Assembly Bill 389. The new law, which went into effect on October 1, 2015, will allow PEO clients to claim exemptions offered under the state’s Modified Business Tax (MBT) by mandating that PEOs doing business in the state report SUTA at the client level...

Recent Study Shows Significant Growth and Strong Footprint for PEO Industry
In light of the recent announcement by Morgan Stanley Global Private Equity (MSPE) that it has completed a majority investment in professional employer organization CoAdvantage, Inc., NAPEO is highlighting its September 2015 study on the PEO industry’s economic footprint. The study, by noted economists Laurie Bassi and Dan McMurrer, showed that PEOs generate between $136 and $152 billion in gross revenues, and provide HR, benefits, and compliance assistance services to between 156,000 and 180,000 small to mid-sized businesses, employing between 2.7 and 3.4 million workers
