| 4/13/2022

The National Association of Professional Employer Organizations (NAPEO) announced today that Kristin Baldwin and Emily Marsh have joined the association’s government affairs department. They will serve as directors of state government affairs and will work with Senior Director Michael Kreiter to enact the association’s state action plan.

They bring extensive advocacy and public affairs experience to NAPEO and will be instrumental to the association’s government affairs strategy for success. Baldwin and Marsh will represent the PEO industry across all 50 states, advocating and advancing the industry’s interests. PEOs provide a comprehensive suite of HR services and expertise to nearly 200,000 businesses. 4 million employees depend on PEOs for critical services like payroll, insurance, and retirement benefits. Baldwin and Marsh will help ensure PEOs are able to continue supporting small businesses and their employees without undue regulatory burdens.

“I’m excited to join the NAPEO team, and I’m looking forward to advancing public policy issues to ensure PEOs will continue to support small and medium-sized businesses,” said Baldwin who comes to NAPEO from the Northern Kentucky Chamber of Commerce. Previously, she had worked with the Kentucky Distillers' Association.

“I’m thrilled to join the outstanding team at NAPEO. I look forward to advocating for a vast, growing industry, serving the HR needs of small and mid-size businesses,” said Marsh who comes to NAPEO from the Alabama Department of Child Abuse and Neglect Prevention. Previously, she had worked with the Alabama Association of Realtors and the Office of the Governor.

“As the PEO industry continues to grow, it’s more important than ever that state legislators and regulators understand how critical PEOs are to the success of tens of thousands of small businesses,” said NAPEO President and CEO Pat Cleary. “I’m thrilled that Kristin and Emily have joined our team and I’m confident their unique experiences in state advocacy will serve our industry well.”
