Norman Paul of SWBC PEO Elected Chair of the National Association of Professional Employer Organizations

The National Association of Professional Employer Organizations (NAPEO) today announced that Norman Paul, CEO of SWBC PEO in Bulverde, TX, was elected chair of the board of directors last week at the association’s annual meeting in Orlando. He succeeds Greg Packer, CEO of Farmington Hills, MI-based AccessPoint.

 “This is a time of great momentum and excitement within the PEO industry – the IRS recently announced the first-ever certified PEOs, our members throughout the country are growing and expanding, and more and more businesses are embracing the PEO concept. Being elected by my peers as the NAPEO chair is truly a great honor, and I welcome the opportunity to work with all members of the association in our collective efforts to help the PEO industry continue to rise and thrive,” said Paul.

 As CEO of SWBC’s PEO division, Paul oversees the company’s PEO services in Texas and 31 states. He also serves a SWBC PEO’s corporate counsel, Paul provides guidance on compliance issues and conducts client training. Prior to joining the PEO in 2002, he engaged in the private practice of law, and also served as a JAG officer in the USAF following law school. Paul received his Juris Doctorate from St. Mary’s University in 1980 and his Bachelor of Arts degree from the Virginia Military Institute in 1977. He is active with the National Association of Professional Employer Organizations (NAPEO), where he served in 2016 on the Board of Directors Executive Committee as Vice Chair, the State Government Affairs Committee, and the Legal Advisory Council. He is also past Chairman of NAPEO’s Texas Leadership Council.
