The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for professional employer organizations (PEOs) nationwide. NAPEO provides robust member resources, vital networking and referrals, hard-hitting education, and effective public relations and marketing support. NAPEO advocates for the interests of its PEO members at all levels of government.
Professional Employer Organizations (PEOs) provide human resource services to their small business clientspaying wages and taxes and assuming responsibility and liability for compliance with myriad state and federal laws and regulations. In addition, PEOs often provide workers with access to 401(k) plans, health, dental and life insurance, dependent care and other benefits not typically provided by small businesses. Between 2 and 3 million people are covered by a PEO arrangement.

House Ways and Means Committee Chairman Dave Camp (R-MI) introduced a discussion draft of comprehensive tax reform legislation. Included in his discussion draft was the legislative language of H.R. 3581, the Small Business Efficiency Act (SBEA). The SBEA is the top federal legislative priority of NAPEO and it is included in Sec. 1506 of the discussion draft. In addition, the Joint Committee on Taxation (JCT) provided an analysis of the SBEA as part of its review of the entire discussion draft...

The final 4980H regulations implement the employer shared responsibility provisions of the Affordable Care Act (ACA), which requires employers with 50 or more employees to offer “affordable,” minimum-value health coverage to their “full-time employees” (generally employees working on average at least 30 hours per week along with those deemed full time equivalents) or pay a penalty, triggered when at least one full-time employee receives a federal premium tax subsidy or credit to purchase coverage through a health insurance exchange.
