The National Association of Professional Employer Organizations (NAPEO) is the largest trade association for professional employer organizations (PEOs) nationwide. NAPEO provides robust member resources, vital networking and referrals, hard-hitting education, and effective public relations and marketing support. NAPEO advocates for the interests of its PEO members at all levels of government.
Professional Employer Organizations (PEOs) provide human resource services to their small business clientspaying wages and taxes and assuming responsibility and liability for compliance with myriad state and federal laws and regulations. In addition, PEOs often provide workers with access to 401(k) plans, health, dental and life insurance, dependent care and other benefits not typically provided by small businesses. Between 2 and 3 million people are covered by a PEO arrangement.

NAPEO today praised the introduction of a bill that would define professional employer organizations (PEOs) in the federal tax code and create a voluntary certification program for PEOs within the IRS. "The Small Business Efficiency Act (H.R.3581) will improve tax compliance and create needed certainty for small businesses so that they can focus on growing their companies while leaving benefits administration and tax compliance to the experts in the PEO industry,” said NAPEO President and CEO Pat Cleary.

The role of professional employer organizations (PEOs) in providing access to retirement benefits was highlighted today during the House Small Business Committee’s hearing on the “Challenge of Retirement Savings for Small Employers.”

Small businesses that use PEOs have an employment growth rate that is nearly 10 percent higher than small businesses that don’t use PEOs, according to a new study released today by NAPEO at its annual conference in San Antonio. The study, by economists Laurie Bassi and Dan McMurrer, also showed that PEOs are able to provide a broad array of HR services at a lower cost, saving their small business clients at least 21 percent on HR administration. The NAPEO Healthcare Task Force and Board of Directors has approved a proposed Model Exchange Notice to Employees, which under the PPAACA must be provided on or before October 1, 2013 for existing employees and within 14 days of the new employee’s start date. The NAPEO Healthcare Task Force has created this notice for PEOs that sponsor a health plan in which their clients participate.
